Evolving relations of East Asia due to trade liberalization raised the search for financial stability for institutional development. Role Of Municipal Governance In Stabilizing Mature Inner Suburbs: A Study Of Five St. Louis Municipalities 1970-2015, Napoleon Williams Iii

This study explores the role of municipal governance in municipal-level stabilization of inner suburbs in St. Louis County, Missouri. The data, from 1970 to 2015, include a robust collection of official government archives collected from five municipalities in St. Louis County, historical documents, city-state-national statistical data, and related materials. Interviews of 25 stakeholders were conducted and data were analyzed based on the community power structure framework.

I outline five mature St. Louis inner suburbs’ evolution in municipal-level conditions from 1970 to 2015, and I detail the role each suburbs’ municipal governance played in the evolution of municipal-level conditions. I conclude, …

Safety Or Morality? How Moral Framing Influenced Fosta-Sesta's Bipartisan Success, Raven Mann

FOSTA-SESTA is an anti-trafficking bill that was passed in April 2018. The bill which amends the Communications Decency Act redefined the discussion of anti-trafficking in the United States due to the controversy surrounding this bill. Concerns from sex workers and feminist activists highlighted that FOSTA-SESTA would endanger sex workers by eliminating the commercial sex websites they used and force them back onto the streets. Despite these critiques drawing attention to the lack of consideration for sex workers’ safety in this bill, FOSTA-SESTA received bipartisan support and passed with a vote of 97-2.

In 2013, a federal judge in the U.S. District Court of Maryland ruled in The Coalition for Equity and Excellence in Maryland Higher Education et al. v. Maryland Higher Education Commission et al., that through the practice of offering duplicative academic programs at Maryland’s Historically Black Institutions (HBIs) and their Traditionally White Institutions (TWIs), Maryland has practices in place that perpetuate a segregated higher education system, a violation of the United States Constitution and the Civil Rights Act of 1964. The history between the Mapuche and Chilean state is long and complex. Since 2000, the conflict between the state and Mapuche has periodically drawn wider public attention as well as public demands for change. In this thesis, I look to examine how the Chilean state has reacted to the demands of the Mapuche since 2000. Mapuche activists have protested violently and peacefully against state policy that has left many rural Mapuche impoverished and landless. Americans eat an average of ninety pounds of chicken in one year, but where does that chicken come from? Immigrants and African Americans are the majority of the labor population in poultry processing plants located in the American South. In an effort to highlight the racism, sexism, insecurity, and environmental degradation in the poultry industry, I analyze a variety of ethnographies, articles, and science journals as well as U.S Supreme Court decisions and policies enacted by the U.S federal government in this thesis. Throughout the past decade, mass incarceration has emerged as a buzzword within academic scholarship and public policy discourse that seeks to examine the unparalleled expansion of the contemporary carceral state. With 2.2 million Americans imprisoned and over 7 million under various forms of penal control, the United States maintains the highest rate of incarceration in the world. The unprecedented inflation in the nation’s incarceration rate is a direct manifestation of the 1970’s War on Drugs, which enabled the legislative transformations that permeate modern sentencing policy and procedure. Around the world policymakers are exploring the kinds of skills and competencies that teenagers need to have to contribute to society as digital citizens. Based on the UN Convention on the Rights of the Child framework, and informed by critical analysis of discourses around digital citizenship, this paper explores the competencies already demonstrated by many adolescents and addresses the priorities identified by policymakers. It compares the top-down adult policymakers’ blueprints for digital citizenship with the performances of citizenship by many young people, who mobilise digital resources to communicate with powerful others as a means of progressing their aims. Background: Low-resource rural communities face significant challenges regarding availability and adequacy of evidence-based services.

Purposes: With respect to accessing evidence-based services for Autism Spectrum Disorder (ASD), this brief report summarizes needs of rural citizens in the South-Central Appalachian region, an area notable for persistent health disparities.

Methods: A mixed-methods approach was used to collect quantitative and qualitative data during focus groups with 33 service providers and 15 caregivers of children with ASD in rural southwest Virginia.

Results: Results supported the barriers of availability and affordability of ASD services in this region, especially relating to the need for more ASD-trained providers, …
