Florida's Adolescent Literacy Policy: An Alternative Reading And Response, Diane Kroeger

In this qualitative case study, I constructed interpretations of the meanings conveyed by state-level discourse communities as they were manifested in the primary and secondary speech genres of Florida’s adolescent literacy policy. Meanings (or values, beliefs and feelings) are highly tacit understandings embedded in the language, actions and objects of policy (Yanow, 2000), and are conveyed through informal and formal speech (Bakhtin, 1986). Results revealed (a) state policy meanings convey multiple versions of literacy with a heavy focus on receptive aspects of literate practice; (b) a typology of students and their fit within the institutional system; and (c) an emphasis …

Coinciding with the rise of raunch culture, a new female stereotype has emerged in advertising - the lusty, busty exhibitionist who exudes sexual power and confidence. Previous research has generally found that women react less positively to female sexual images in alcohol advertising than males, but different sexual stereotypes have not been explicitly examined. The present study utilizes different types of sexual appeals in three televised advertisements for alcohol brands and investigates the relationship between types of sexual imagery and attitude to the advertisement, stated reasons for (dis)liking the advertisement and purchase intention (PI) among 268 Australian university students. Economists are often called on to help address pressing problems of the day, yet many economists are uncomfortable about disclosing the values that they bring to this work. This essay explores how an inadequate understanding of the role of methodology, as related to ethics and human emotions of concern, underlies this reluctance and compromises the quality of economic advice. The tension between caring about the problems, on the one hand, and writing within the existing culture of the discipline, on the other, are illustrated with examples from U.S. policymaking, behavioral economics, and the economics of climate change and global poverty. …

This applied anthropology dissertation aims to enhance public policy and best practices for conserving potable water resources, using the Tampa Bay region of southwest Florida as a case study. It addresses not how humans conserve, but why they may or may not choose to do so. To date, a limited anthropological focus on water conservation behavior in western, urban settings has created a gap in the role culture plays in understanding why people conserve. Despite an increase in the number of Ecuadorian medical professionals, health outcomes in rural areas of the country have steadily declined over the past decade. Using a political economic framework and data collected from interviews with Ecuadorian doctors, government officials, policy makers, and local rural populations, this thesis investigates how the interplay among medical migration, educational structures, and public health policy contributes to growing health disparities between urban and rural dwellers. Addressing each of these factors both individually and collectively, this thesis also outlines a series of policy recommendations that will allow the Ecuadorian healthcare system to better meet the …

Despite the painful legacy of post-World War II federal Indian policy, the issue of termination during the era had nuanced elements that meant different ideas to different groups and individuals. Especially during its formulation prior to its widespread implementation across the United States starting in 1953, there existed division and even confusion as to what termination entailed. Those charged with making difficult decisions on termination during the formative years of the policy also came from diverse backgrounds and held varying, even shifting, viewpoints on the issue. Bullying has been an issue in schools and became a major concern for school leaders over the past two decades. Olweus (1993) defined three characteristics of bullying behavior: intent to harm another, repeated offenses, and a perceived or real power imbalance. This study examined the law's provisions concerning bullying in schools; specifically examining the Florida Jeffrey Johnston Stand Up for All Student Act (2008), and the required policy implemented in Hillsborough County Public Schools (HCPS). This work investigates the American-Indian policy between 1790 and 1810 through the vehicle of the American government, focusing on the 'white, sincere, religious-minded men who believed intensely in both American expansion and positive relations with the Indians.' While Indian reaction comprises an important piece of the native-white cultural encounter in the West, this study questions if scholars have the ability to address this problem in more than a very general way.
