Cultural Site Stewardship Program
• The Cultural Site Stewardship Program now has 249 enrolled site stewards, an increase of 732% since program inception in 2004.
• Four training classes were held in 2006, adding 72 new stewards.
• Site Stewards reported 55 significant impacts during the 12-month period compared to 25 impacts during the same period last year.

Seismic code provisions are now adopting performance-Based methodologies, where structures are designed to satisfy multiple performance objectives. Most codes rely on approximate methods to predict the desired seismic demand parameters. Most of these methods are based on simple SDOF models, and do not take into account neither MDOF nor degradation effects, which are major factors influencing structural behavior under earthquake excitations. More importantly, most of these models can not predict collapse explicitly under severe seismic loads. This study presents a newly developed model that incorporates degradation effects into seismic analysis of MDOF structures. a new energy-Based approach is used to …

The use of Fiber Reinforced Polymer (FRP) reinforcement is a practical alternative to conventional steel rebars in concrete structures subjected to aggressive environments. the solution is attractive for bridge deck and rail applications, as it eliminates corrosion of the steel reinforcement, which is the major instrument of degradation. Due to the peculiar physical and mechanical characteristics of advanced composite materials, the design philosophy of FRP reinforced concrete (RC) structures differs from that of traditional RC. Dynamic And Economic Design Of Rigid Retaining Wall, Y. Wu, Shamsher Prakash, V. K. Puri

A 2-D model which accounts for the effect of coupled sliding and rocking motion and uses strain dependent soil stiffness and material damping for calculating the response of rigid retaining walls subjected to dynamic loads, was developed earlier. This model was used to study the effect inclination of the wall face in contact with the backfill, on its displacement under the effect of ground motions due to Northridge, ElCentro and Loma Prieta earthquakes. the effect of wall inclination on cumulative displacements is discussed and its role in achieving possible cost effectiveness in design of rigid retaining wall is highlighted. Monitoring of civil engineering structures is a new area that has gained significant attention recently and became a topic of extreme national interest. This area is being driven by the need to develop efficient condition assessment procedures for structural performance in response to societal and economic needs. the main goal of monitoring is to detect accurately and efficiently structural damage either due to long-term deterioration processes or due to extreme events (e.g. earthquakes, blasts). with the emergence of new technologies, structures can now be monitored remotely from a central monitoring station located several miles away from the field. The separation of incompatible uses by zoning has been an established land regulatory tool for the past eighty years. The Standard State Zoning Enabling Act was made available to states by the U.S. Department of Commerce in 1924 to provide state governments with standardized language with which they could pass legislation that would grant governments the authority to enact zoning ordinances to promote the health, safety and welfare of the public. The United States Supreme Court held up the legality of zoning with the landmark 1926 case of Euclid v. Ambler Realty. Since that time, zoning has been the predominant …

Policy Tools For Smart Growth In New England, New England Environmental Finance Center
Smart Growth
Across New England communities have been experiencing a rapid outward surge of development away from our community and downtown centers. Effects of sprawl include a loss of wildlife habitat, farm and timber lands; increased costs of community services and higher taxes; auto-dependency, longer commutes, and increased congestion; increases in air and water pollution; a sedentary lifestyle and increased obesity; and losses to one’s sense of place and social ties.
State-level responses to sprawl have surfaced throughout New England in recent years. This report describes 11 examples of these responses, representing all six New England states and a diversity of recent …
