Immediately adjacent to the larger city of Paris, Reno, Texas has good highway access, with State Highway 82 bisecting the principal portion of the City. Reno is also served by a General Aviation Airport, Cox Field, located south of the City within Paris. Officials from the City of Reno approached the Institute of Urban Studies (IUS) at The University of Texas at Arlington with a request to undertake an economic assessment for the city. This study identifies Reno's current commercial, retail, and industrial conditions, and assesses future growth potential, providing a foundation for realistic and targeted economic development. Commencing with California's passage of Proposition 13, cities and towns throughout the nation have been compelled to re-examine their reliance on traditional revenue sources. Whether or not there has in fact been a universal "taxpayer revolt", the economic conditions of the past few years have caused both city officials and the public at large to seek relief from the increasing burden of the property tax. Believing that an analysis of other municipal revenue sources, whether existing or potential, might benefit Texas cities and towns, the Institute of Urban Studies obtained a grant under Title I of the Higher Education Act …

The Institute of Urban Studies has in its first five years mounted a broad array of educational, research and service responses to the problems of communities in both metropolitan and rural areas. These initial efforts would not have been possible without the imagination and diligence of those who served with our initial research and service units, the urban affairs faculty, and more recently, our criminal justice faculty. What remains is the challenge of furthering the capability of our existing efforts and building in both the outreach and academic areas to respond to new needs in Texas communities.

This plan was prepared by the staff of the Institute of Urban Studies and represents its suggestions for the development of the Institute during the period 1970-1976. No metropolitan area in the state is equipped with an instrument for continuing and comprehensive study of the multitude of problems confronting urban communities. Other urban areas of the nation have long had the services of "bureaus" or "institutes" financed and staffed for extensive research activities. Most such units are academically based and many are constituted as states agencies associated with public institutions of higher education. Their contributions in the form of basic research, data compilation, training, and information services have been of significant value in the search for effective solutions to urban problems.
