This media analysis of the incidents in Bali in 2002 (10/12) and Madrid in 2004 (3/11) reveals the black and white portrayal of these attacks in western news through the localization of international terrorism occurrences, pro-government perspective, and internalization of U.S. policies. The Old Europe and New Europe debate further fractures the European press. Such rhetoric perpetuates the "us versus them" schism by contrasting the goals of the alleged perpetrators with the western values of democracy and freedom. The history of ideas and contemporary genocide studies conjointly suggests a meaningful secular conception of evil. I will show how the history of ideas supplies us with a cumulative pattern, or an eventual gestalt, of the sought-for conception of universal secular evil. This gestalt is a result of my examination of the history of ideas. The historical analysis of evil firmly grounds my research in the tradition of philosophical inquiry, where I shift the focus from the problem of evil, which is indebted to theological discourse, to an analysis of the concept of evil. A bi-polar world emerged at the end of World War II. The United States and the Soviet Union were the world’s superpowers and tensions between them spiraled consequently bringing about the Cold War. United States foreign policy during the Cold War revolved around containment policy. The Middle East during the Cold War was a region that the bi-polar world’s superpowers wanted to influence, and protect. The United States during the Cold War warned the Soviet Union through presidential doctrines that it would fight to keep the Middle East from communism, and the Soviet Union’s influence.

Previous findings have demonstrated that the preparedness and infrastructure of the public health system are inadequately developed for a biological and/or chemical terrorism attack. (1-4) Chen et al. reported that those primary care providers that would have to respond to such an attack do not feel prepared to diagnose and manage such an event.(5)
