Irrigation is a crucial management practice that can help increase food security among smallholders globally while mitigating climate change impacts. High-efficiency irrigation technologies such as drip kits and sprinkler systems are relatively expensive and smallholder farmers cannot afford them to buffer crop yields against low precipitation. In many developing countries, farmers participate in robust informal markets for renting and sharing of irrigation equipment. Such services may be operated by farmers or via a third party such as irrigation start-ups, water user associations, non-governmental organizations, or even government agencies. These services are referred to collectively as Irrigation-as-a-Service (IaaS).

Since declaring independence in 1957, the Republic of Ghana has become a stable constitutional democracy. Ghana’s economy has grown substantially over the past decade, yet remains primarily agrarian, accounting for 50% of the total employment and 25% of the country’s Gross Domestic Product. Smallholder rain-fed farming using rudimentary technologies dominates the agricultural sector accounting for 80% of total agricultural production. Approximately 90% of smallholder farms are less than two hectares in size, and produce a diversity of crops. Synthetic nitrogen (N) fertilizer has played a key role in enhancing food production and keeping half of the world’s population adequately fed. However, decades of N fertilizer overuse in many parts of the world have contributed to soil, water, and air pollution; reducing excessive N losses and emissions is a central environmental challenge in the 21st century. China’s participation is essential to global efforts in reducing N-related greenhouse gas (GHG) emissions because China is the largest producer and consumer of fertilizer N.
