Understanding the motivations behind volunteerism is a crucial part of building an arts organization. Engaging volunteers requires a particular management style in order to ensure the enlistment of the appropriate people to engage in activities best suited to their skill set. This approach is called the matching hypothesis, and it is defined as matching volunteers' responsibilities to their interests and motivations. Identifying the appropriate volunteers and matching them to their interests can help maintain engagement in the work required to build an organization. Embedded Politics offers a unique framework for analyzing the impact of past industrial networks on the way postcommunist societies build new institutions to govern the restructuring of their economies. Drawing on a detailed analysis of communist Czechoslovakia and contemporary Czech industries and banks, Gerald A. McDermott argues that restructuring is best advanced through the creation of deliberative or participatory forms of governance that encourages public and private actors to share information and take risks. In drawing on recent advances in international and comparative political economy, this paper argues that diverging paths of institutional development among emerging market democracies are driven by the Transnational Integration Regimes (TIRs), in which a country is embedded. As development programs, TIRs differ in their effectiveness not simply in terms of their incentives and largess and more in terms of their emphasis on building institutional capacities, empowering a variety of domestic state and non-state actors via multiplex methods of assistance and monitoring, and their ability to merge monitoring and learning at both the national and supra-national levels. We develop a theoretical model to investigate how backward societies can improve their upgrading capabilities by transforming existing industrial agglomerations into dynamic clusters. Our main assumptions are two: first, emerging market economies are not uniform but characterized by variety of subnational regional and sectoral organizational and institutional configurations; second, the basic building block and unit of explanation in social sciences is personal action guided by some intention, which is heterogeneous across different actors. Singapore's regionalization stratagem led to the establishment of industrial parks in China, India and several South-East Asian countries. The strategic intent behind these overseas projects was twofold: exporting Singapore's competencies such as management know-how, technological capabilities and corrupt-free administration to regions where such positive factors were lacking and secondly, exploiting comparative advantages that each region had to offer. This paper 1 revisits Singapore's flagship projects in Indonesia, Vietnam and India. Evidence from on-site surveys and interviews are presented. This paper contends that progress in these privileged investment zones remains stymied by particular dependencies and challenges in the host environments.

The dynamics of international economic competition have prompted governments to re-examine accustomed policies, and search for alternative strategies, in order to re-position their economies for the future. This paper takes a look at Singapore’s search for a competitive positioning in the global marketplace, and focuses on the city-state’s much-publicized, and controversial, flagship project in China, viz, the Suzhou Industrial Park (SIP). The development of Singapore-styled industrial parks has resided on the country’s ability to negotiate investment concessions at inter-government level, to provide superior infrastructure, and where existing, through the links to influential business groups in the investment location. Singapore’s first transborder industrialization project in Batam (Indonesia) reflects this stratagem. This paper revisits the debate on the attractiveness of the low-cost investment enclaves for multinational investments, with insights from Batamindo Industrial Park. The exportability of Singapore's industrial-development model to other Asian environments has been one of the hallmarks of the city-state's regionalization program, together with the state-led, market-driven intervention that has underscored the city-state's development strategies. The paper presents an empirical analysis on the portability of this transborder industrialization strategy, and contributes new insights to the discourse on state-enterprise networks in promulgating transnational entrepreneurial ventures. The apparent success of Singapore-styled industrial parks in attracting foreign investments into the emerging Asian economies to capitalize on cheap and abundant resources has led, pari passu, to a mushrooming of similarly-patterned competitor parks in close proximity to the flagship projects. Many of the competitor parks offer either similar or comparable facilities, lower rates, or, in some cases, both.
