Vertical Disintegration And The Disorganisation Of German Industrial Relations, Virginia Doellgast, Ian Greer

Drawing on case studies from the telecommunications and auto industries, we argue that the vertical disintegration of major German employers is contributing to the disorganisation of Germany’s dual system of in-plant and sectoral negotiations. Subcontractors, subsidiaries, and temporary agencies often have no collective bargaining institutions, weaker firm-level agreements, or are covered by different sectoral agreements. As core employers move jobs to these firms, they introduce new organisational boundaries across the production chain and disrupt traditional bargaining structures. This article develops and applies a framework for analyzing the relationship among institutions, cost structures, and patterns of labor–management contestation over organizational boundaries. Collective negotiations related to the externalization of call center jobs are compared across 10 incumbent telecommunications firms located in Europe and the United States. All 10 firms moved call center work to dedicated subsidiaries, temporary agencies, and domestic and offshore subcontractors. A subset of the firms, however, later re-internalized call center jobs, in some cases following negotiated concessions on pay and working conditions for internal workers. Management Whipsawing: The Staging Of Labor Competition Under Globalization, Ian Greer, Marco Hauptmeier

The authors examine management whipsawing practices in the European auto industry based on more than 200 interviews and a comparison of three automakers. They identify four distinct ways in which managers stage competition between plants to extract labor concessions: informal, hegemonic, coercive, and rule-based whipsawing. Practices at the three auto firms differed from one another and changed over time because of two factors: structural whipsawing capacity and management labor relations strategy. In the context of economic globalization, whipsawing is an effective means for managers to extract concessions, to loosen national institutional constraints, and to diffuse employment practices internationally.

In this article the author assesses whether a fundamental transformation is underway in public sector (state and local government) labor relations in the United States by revisiting the arguments made by the author and Kochan and McKersie (1986) regarding the transformation of labor relations in the private sector. The author argues that the economic pressures that led to a transformation of private sector labor relations starting in the 1980s have not played a comparable role in recent developments in the public sector because of the political nature of labor relations in that sector. Labor Unions And Occupational Safety: Event-Study Analysis Using Union Elections, Ling Li, Shawn Rohlin, Perry Singleton

This study examines the dynamic relationship between union elections and occupational safety among manufacturing establishments. Data on union elections come from the National Labor Relations Board, and data on workplace inspections and accident case rates come from the Occupational Safety and Health Administration. The results indicate that union elections improved occupational safety. First, workplace inspections trended upwards before the election, then decreased immediately after the election, due almost entirely to employee complaints. Second, accident case rates were relatively stable before the election, then trended downwards after the election, due to accidents involving days away from work, job restrictions, and job …

We examine the relationship between the employment and compensation of managers and CEOs and the presence of a unionized workforce. We develop a simple efficiency wage model, with a tradeoff between higher wages for workers and more monitoring, which requires more managers. The model also assumes rent sharing between workers, managers and the owners of the firm. Unions, by redistributing rents towards the workers, lead to lower employment and lower pay for managers. Using a variety of data sets, we examine the implications of the model for the relationship between the employment and wages of managers and unionization. We find …

This paper presents a case study drawn from design-based research (DBR) on a mobile, place-based augmented reality history game. Using DBR methods, the game was developed by the author as a history learning intervention for fifth to seventh graders. The game is built upon historical narratives of disenfranchised populations that are seldom taught, those typically relegated to the 'null curriculum'. These narratives include the stories of women immigrant labour leaders in the early twentieth century, more than a decade before suffrage. In under two centuries the labor union transformed the American workplace, improving wages, benefits, employee engagement, and safety. In more recent years, the government and other organizations have caught up in focusing on safety. Countless studies have been conducted and determined that unions have a significant positive impact on safety compared to work environments absent of a union. Using Bureau of Labor Statistics data for 2006-2015, an investigation into the trends of union membership and injuries and fatalities reported in the United States was conducted. In the vast historiography on the American labor movement workers have been treated as noble artisans, brave unionists, martyrs to the cause of unionization, and losers in the triumph of the “free market”. They have not been treated as historians producing their own stories. In crafting their own narratives labor activists acted as historians, reaching beyond recent events to contextualize their struggles and create a narrative that would mobilize both labor and non-labor audiences behind their goals. Labor Unions are nonprofit organizations that provide laborers a voice before their employer and governments. They are classic interest groups. United States federal tax policy exempts labor unions from the income tax, but effectively prohibits labor union members from deducting union dues from the individual income tax. Because these two policies directly impact the political voice of laborers, I consider primarily the value of political fairness in evaluating these tax policies rather than the typical tax critique of economic fairness or efficiency. Prior literature documents a positive association between union power, calculated using industry-level union data, and information asymmetry. Prior literature also finds a mitigating effect from employee ownership on the negative association between union power and voluntary disclosure. Using a sample of company observations for fiscal years 2008 through 2010, I examine the effect of company-specific measures of employee unionization on market-based measures of information asymmetry (proxied for by insider trading activity, analyst following, and analyst dispersion). Many European corporations adopt American management-style attitudes toward trade unions, notwithstanding their publicly-declared support for global norms on workers’ freedom of association. They exploit US labor laws that violate international standards and interfere with trade union formation. Case studies examine several examples of this anti-union hypocrisy on the part of European firms. This paper examines the importance of various facets of satisfaction with union representation in determining overall satisfaction with the union. Samples of union members from Iowa and Sweden are used in the analysis. The results clearly support the view that member-union relations is a major determinant of overall satisfaction with union representation.
