[Excerpt] Did final-offer arbitration have a discernible impact on the salaries of police and firefighters in Massachusetts during the 3-year trial period which ended June 30, 1977? To analyze this question, we collected information on the maximum salary paid to police patrolmen, police sergeants, firefighters, and fire lieutenants for a large sample of Massachusetts municipalities. We integrated these data with police and fire impasse experiences and added several economic and environmental characteristics for each Massachusetts municipality. Then we performed several tests of the economic impact of final-offer arbitration.

The effectiveness of New York’s Taylor Law, and of the Public Employment Relations Board established under it, may be measured in a number of ways. One is to see whether it does, in fact, eliminate strikes of public employees. Another is to compare the results of mediation and fact-finding under the Board’s auspices with settlements arrived at without intervention of PERB. The authors, who are engaged in a broad study of the latter kind, present some of their findings as they relate to the public school system during 1969 and 1970.

This study shows that strikes in construction have, by most measures, increased during the years since 1949, a period during which strike activity tended to decline in American industry as a whole. The authors demonstrate that this increase has resulted not from an increase in the number of wage disputes but from a growing number of jurisdictional strikes and the increasing severity of economic and union-organizing strikes. They also show that the number of strikes in construction does not vary significantly with the unemployment rate in that industry nor with the presence of wage controls, but both of those factors …

In 1951, the American Federation of Labor produced a map of the Soviet Union showing the locations of 175 forced labor camps administered by the Gulag. Widely appropriated in popular magazines and newspapers, and disseminated internationally as propaganda against the U.S.S.R., the map, entitled “‘Gulag’—Slavery, Inc.,” would be cited as “one of the most widely circulated pieces of anti-Communist literature.” By contextualizing the map’s origins and circulation, as well as engaging in a close analysis of its visual codes and intertextual relationships with photographs, captions, and other materials, this essay argues that the Gulag map became an evidentiary weapon in …

Migration is generally regarded as an investment decision. Costs and gains from relocating are employed to explain migratory flows. Labor market conditions are important in defining such gains and costs. Labor markets are affected by regulatory burdens. This study is an analysis the effect of labor markets restrictiveness on migrations. Data from Doing Business are employed to describe the labor market situation in 168 countries during the year 2010. The United States is employed as benchmark of an open economy attracting migrants. Prior to May 2008, Postville, like many other small towns in Iowa, was relatively obscure. The town's claim to fame had been Stephen Bloom's Postville: A Clash of Culture in the Heartland published in 2000 and the corresponding PBS documentary "Postville: When Cultures Collide. Both highlighted the growing diversity as Hasidic Jews made Postville their home, a shtetl in rural Iowa. The Rubashkin family brought rabbis and their families to Postville in 1987 in order to reopen the defunct Hygrade building as a kosher slaughterhouse and meatpacking plant. [Excerpt] The American Federation of Labor entered the twentieth century ensconced as the primary vehicle for the nation's organized workers. As such, the attitudes of the AFL toward women workers provided the basis for virtually all later attempts at organizing women.
